Cotton Candy Store runs in three stages, and only the last of them is about candy.
It opens before the doors do. The shop needs a proper clean, and some of the plushies on the shelves need mending before anyone can be let in, which is unusual: most shop games start with the first customer.
Then comes the wardrobe: whoever is serving gets an outfit, a hairstyle and accessories chosen to suit the place.
Only then does the cotton candy get made, spun and decorated with sprinkles and little faces. It is the shortest of the three stages and the one the game is named after, which tells you roughly where its heart is: this is a tidy-up and dress-up game with a sweet shop around it.

Work the cleaning stage properly rather than rushing to the counter, since it is the longest part of the game and nothing opens until it is done. Pick the outfit after the shop is clean so the two match in tone. Save a contrasting sprinkle for the end: the decorated candy is what you are left looking at.
